Requirements

 

  • Bachelor's degree holder, preferably in Public Administration, Policy Studies, or a related discipline;
  • At least 3 years of policy research/ program development experience;
  • Experience in working with Mainland China stakeholders would be an advantage;
  • Strong interpersonal, communication, project management and relationship-building skills; and
  • Excellent command of written and spoken English and Chinese, including Putonghua.

Responsibilities

  • Monitor and analyze government policies, legislation, and funding opportunities relevant to Po Leung Kuk's social services. Prepare comprehensive reports and summaries for senior management;
  • Based on policy research, develop well-reasoned and data-driven recommendations for service development, programme enhancement, and strategic planning;
  • Serve as a key point of contact for stakeholders in Mainland China, including government agencies, NGOs, and other relevant organizations;
  • Support the management of specific projects related to policy research, and Mainland China collaborations. This may involve organizing meetings, preparing presentations, managing timelines, and coordinating resources;
  • Prepare clear, concise, and compelling reports and presentations that effectively communicate complex policy information and recommendations to both expert and non-expert audiences;
  • Maintain effective communication with internal and external stakeholders. Actively participate in relevant professional networks and conferences to stay abreast of current developments; and
  • Research and stay abreast of best practices in social services delivery, particularly regarding alignment with government policy and opportunities for collaboration across jurisdictions.
