To support the “Youth Hostel Scheme” of the HKSAR Government, Po Leung Kuk is developing a 27-storeyed youth hostel named “Po Leung Kuk Lee Shau Kee Youth Oasis” at 18 Tai Shu Ha Road West, Yuen Long. The land is donated by The Lee Shau Kee Foundation Fund and the construction cost is fully funded by the Government whilst the hostel will be operated by Po Leung Kuk.

 

The Youth Oasis will have maximum 1,680 spaces to accommodate working youth aged between 18 to 30. With a maximum 5 year leasing period, Po Leung Kuk has pledged to offer an affordable rent level at 50% of the market rent.

 

Oasis is an area in a desert where there is water and plants can grow. It provides a place for rest during traveling, short stay or offering supplies, which is also a spot for gathering, sharing and cultural exchange.

 

Naming the hostel as Youth Oasis, Po Leung Kuk aims to provide a happy living space with high level of privacy to each selected tenant. In addition, Youth Development Services will be in place to help expand their interpersonal networks, facilitate sharing, self-actualization and promote social responsibility, in order to nurture their future, fullfilling our motto "Inspire Today  Aspire Tomorrow".

Application Details

Applications are divided into two categories: Single Room Application and Double Room Application (Priority for interview will be arranged in accordance with room category) Each applicant is allowed to apply for one category only. The application criteria for both categories are basically the same except that the calculation of income limit & net asset value limit for double room is based on the combined income & net asset value of two persons. 

 

Criteria for Single Room Application: 

  • i. A permanent Hong Kong resident 
  • ii. As at the submission of the application form, be over 18 but under 31 years old
  • iii. A working person (full-time/part-time/self-employed, but full-time student will not be considered)
  • iv. The income level and total net asset value of single room applicant are as follows :

  • v. The applicant from the date of submitting application till successfully moving and living in the unit has not : 
    • a. Owned or co-owned any residential property in Hong Kong or any interest in such property (for example: executor, administrator or beneficiary of any residential Hong Kong property); or
    • b. Signed any agreements (including temporary agreements) to purchase residential properties in Hong Kong;or
    • c. Held more than 50% of shares in a company which owns directly or through its subsidiaries, any residential properties in Hong Kong. Residential properties include any residential buildings in Hong Kong, incompleted private residential buildings, rooftop structures approved by the Building Authority, residental land use lots , and small house grants approved by the Lands Department) (Note 1) 
  • vi. Meet the requirements for public housing or interim housing (Note 2)
  • vii. Living in a hostel under the Youth Hostel Scheme not more than three years.

Note 1:Po Leung Kuk reserves the right to terminate the tenancy and requset resident to move out as soon as the applicant, after moving in, owns any residential property in Hong Kong 

Note 2:

  • a. For Single Room application, the applicant cannot live in a single-person household or as a member of a domestic household in a public housing or interim housing unit, and the other members of the domestic household are all residents under the Youth Hostel Scheme;
  • b. For Double Room application, both applicants must meet the requirements specified in (a), and they must not live together in public housing or interim housing units as members of a domestic household whose other members are youth hostels residents under the scheme;
  • c. Except for the above-mentioned circumstances, eligible youth who are under the tenancy agreement of public housing or interim housing at the Hong Kong Housing Authority or the Hong Kong Housing Society can apply for youth hostels. After successfully moving into the "Youth Oasis", they must apply to the relevant estate offices for temporarily moving out of the PRH unit, and their household registration will be retained.
  • d. Any eligible youth who are applying for or waiting for public housing or interim housing can apply for youth hostels. They are not required to give up their applications for public housing and interim housing (until they accept a public housing or interim housing allocation unit as the tenant of the household).

1) Before filling out the application form, applicant is advised to read this guideline in detail and to understand the application criteria and procedures.
2) Having received the priority number and invitation from Po Leung Kuk to have interview, applicant is advised to collect all the original copies of required documents to attend interview.

  • i. Applicant should fill out the form in a clear and detail manner. 
  • ii. All information provided should be accurate. 
  • iii. Failing to provide the relevant supporting documents and declaration before the deadline for assessment, Youth Oasis reserves the right to cancel the application. 
  • iv. The official languages for application are Chinese  & English. A certified translation in Chinese or English is required if the submitted documents are not in official languages.

3) All monthly income calculation should be before tax deduction. Applicant must use his / her latest employment and/or latest income status, as at the application date, as the basis for declaration.

  • Without fixed employer / income, please divide the total amount received during the consecutive employment period immediately before the application date with the corresponding number of months/days of the employment.  The longest calculation period is 12 calendar months while the shortest is 3 calendar months..
  • All year-end bonus / year-end double pay / year-end commissions or other year-end remunerations are calculated based on the total amount received during the past year divided by 12 on averge. 
  • If the employment is less than 12 calendar months, dividing the total amount received with the corresponding number of months / days of the employment.
  • Applicant with fixed employer, please provide with 3 months salary advice, tax return  or any other relevant / valid supporting document.
  • Applicant with no fixed employer, please fill in a declaration form stating occupation and average monthly income together with valid supporting document such as passbook / salary record.

Self-employed income

  • Monthly income: by dividing the total income received during the continuous self-employment period immediately before the application date with the corresponding number of months or days. The longest calculation period is 12 calendar months and the shortest is 3 calendar months.
  • Net income = operating income – operating expenses including paid registration fee, insurance premium, interest, repair fee, personal salary, company shareholders’ remuneration.  Business loss cannot be deducted from income.
  • Holders of Business Registration must submit the completed declaration form to declare their profession and average monthly income. Please provide with BR copy & Share Register.
  • Vehicles hiring operator must submit declaration form to declare monthly income and to submit income supporting document 
  • Self-employed persons without business registration must submit a completed declaration form to declare their profession and average monthly income. Please furnish with supporting passbook, salary adivce and so on

Other Income

  • All income received other than employment / self employment in the last 12 calendar months must declare in the “income” column.  Income includes but not limited to interest/bonus/dividend from shares, investment products, investment funds, bonds, fixed deposit, divorce alimony and so on.  The average monthly income is to divide the total income received by 12.  If less than 12 months, dividing the total amount received with the corresponding months/days.
  • Holders of investment product must submit the completed declaration form and declare the average monthly interest/dividends.
  • Those who have insurance with cash value must submit a completed declaration form to declare the average monthly interest/dividends.
  • Those with fixed deposits must submit a completed declaration form to declare the average monthly interest received.
  • Divorced persons must submit a completed declaration form stating whether divorce alimony  has been collected or paid.


(b) Exempted calculation items

  • i. Contributions for Employees’ Mandatory Provident Fund Schemes or recognized Occupational Retirement Schemes (up to the statutory mandatory employee contribution of 5% and the current maximum monthly employee contribution limit. Other non-mandatory additional contributions cannot be exempted from deduction). Relevant supporting document to be provided.
  • ii. Payment from employer to the employee due to industrial, traffic or other accidents resulting in the employee's temporarily lost of working ability. Relevant supporting document to be provided.
  • iii. Alimony payment. Relevant supporting document to be provided.


4) The net asset value of asset owned by applicants, jointly owned with others are requested to declare in the application. Interest in such assets includes but not limited to trustee, executor, administrator or beneficiary

  • Land in Hong Kong and areas outside Hong Kong such as government land grants, Letter A and Letter B. 
  • Net land value : (Estimated land value minus outstanding mortgage loan) as at application date X % of ownership shares.
  • Real estate includes real estaste and properties for all purposes ( excluding HK residential properties but including ancestral house) that have been completed, pre-sale and/or under agreement for sales and purchase both in Hong Kong and outside HK area.
  • Property not let out (including self-use) : monthly rent is calculated by dividing the ratable value with 12
  • Expenses include rates, government rent and rent minus 20% of the remaining amount.
  • Those who own land must submit a completed declaration form.
  • The most recent valuation report of the land.
  • A copy of the certificate of the land / real estate holder.
  • Relevant mortgage loan certificate .
  • The most recent Demand for Rates and / or Government Rent.

Vehicle

  • Net value of private vehicle, lorry, minivan, trucks, coaches, motorcycles, taxi, public light buses, conatiner tractors and trailers etc:   deducting the outstanding mortgage loan from value of the vehicle as at the application date.
  • If the vehicle is for private use or for operating transportation business, value of the said vehicle must be declared.
  • If the vehicle is not for transportation business, such as a truck in a hardware store, its value should be included in the net asset value of the entire company and declared in the "Business" column.
  • Those who own a vehicle must submit a completed declaration form to declare the net asset value of the vehicle.
  • Copy of license

Taxi / Public Light Bus License

  • Net value of the license: Open market transaction price as at application date  + vehicle purchase price ( if not included in the license value) - outstanding Hire Purchase Repayment as at the application date - depreciation. 
  • Depreciation : 60% initial depreciation allowance on down payment of vehicle and payment of the principal by instalments in the current year, and 30% annual depreciation of the residual value.

Investment

  • The cash value of the insurance plan/investment products accumulated dividends and interest must be declared in the application form. Investment products include stocks, bonds, futures, paper gold, certificates of deposit, brokerage investment deposits, mutual funds and unit trust funds, etc.
  • Asset value of the above investment instruments is the latest net asset value or the latest unit closing price of the investment instrument on the last working day before application date. 
  • For transaction in foreign currencies, the closing price should be converted to Hong Kong dollars at the closing exchange rate as at the last working day before application date.
  • Holders of investment products must submit a completed declaration form.
  • Holders of insurance product must submit a completed declaration form.

Operating
Business

  • Interest in sole proprietorship, partnership company, limited/unlimited company. 
  • Calculation of net asset value: total amount of net book value of the plants and machineries, premises value, cash in hand, accounts receivable, bank balance, cash flow, residual value of vehicle etc from the latest audited report minus liabilities. 
  • Those without business registration must submit a completed declaration form to declare the net asset value of the business they operate
  • Those with business registration must submit a completed declaration form to declare the net asset value of the business they operate.

Cash

  • Cash includes currencies from all fixed deposit, saving  /current account balance, cash in hand, loans lent out as at application date.
  • For transaction in foreign currencies, the closing price should be converted to Hong Kong dollars at the closing exchange rate as at the last working day before application date.
  • Cash in hand with a currency value of HKD 5,000 or more 
  • Those with fixed deposits must submit a completed declaration form
  • The most recent balance account proof


(b) Exempted calculation items

  • i. Contributions for Employees’ Mandatory Provident Fund Schemes or recognized Occupational Retirement Schemes (up to the statutory mandatory employee contribution of 5% and the current maximum monthly employee contribution limit.   1. Registration sequence number will be generated automatically after submission of the application. Po Leung Kuk will invite applicants to have interview in accordance with their registration sequence numbers.  Offer of tenancy agreement will be made to the successful applications.
  2. A non-refundable Application Fee $100 is required at the time of interview. Should anyone solicit money from you regarding the application, please report case to Independent Commission Against Corruption(ICAC) immediately.  All Youth Oasis staff carries working permit issued by Po Leung Kuk.  Kindly confirm his/her identity before answering any questions.  Attempted bribery is also an offence in law. Po Leung Kuk will refer suspected bribery case to ICAC for investigation and reserve the right to cancel such application no matter it is convicted or not. There is no need to appoint agent assisting the application and priority will not be given either.
  3. Whether or not the provided information affects the application priority, Po Leung Kuk will cancel the application should she find that the applicant makes false statement or provides false information.  Po Leung Kuk reserves the right to pursue any legal action against it.  Even though the applicant already signs the tenancy agreement and moves in, Youth Oasis will terminate his/her tenancy accordingly and request him/her moving out.
  4. Applicant should read carefully and make sure that he / she meets all the application criteria before submitting the application. Applicant must fill in the application form and related declarations clearly, thoroughly, accurately and truthfully. If the applicant does not meet the relevant criteria at the time of application, his / her submitted application will become null and void.
  5. In the process of application assessment, Youth Oasis may request the applicant and members listed in the application form to provide relevant personal data for verification. If the requested information is not sufficiently provided, Youth Oasis might not be able to continue the assessment.    
  6. Youth Oasis may contact Housing Department, Housing Authority, Hong Kong Housing Society/any relevant third party to verify whether the successfully allocated applicant is related to any public housing or subsidized housing.
  7. Both women and men can apply for Youth Oasis with equal rights and responsibilities. 
  8. Applicant has the liberty to withdraw the application, accept or reject any allocated unit. After accepting the allocated unit, the applicant is required to sign a tenancy agreement with Youth Oasis. The tenancy right is not transferable.
  9. It is applicant's responsibility to submit all the information, supporting documents and related declarations required for the application, and to ensure that the information is true and correct.
  1. All personal data collected in this application form will be used to assess and verify the applicants' eligibility and any other related usage.  If necessary, the information concerned will be passed to relevant department/section/person who has been authorized to access the information for further handling.
  2. After submitting the application form, if the applicant needs to amend any information therein, he / she must notify Youth Oasis as soon as possible.
  3. All cancelled/unsuccessful applications will be destroyed 3 months after the application procedure is completed.
  4. The personal date of unallocated applicant whose name is on the waiting  list will be retained by Youth Oasis for a period of 2 years/or till a room is availiable for him/her/or at the age of 31/or upon the expiry of tenancy.
  5. Personal data of all successfully allocated applicants will be kept by Youth Oasis up to the age of 31 or after the expiry of 2-year tenancy (whichever is the later date).  All information provided will be used to verify the applicants' eligibility/statistical research, and will be destroyed soon after the retention period.
  6. The applicant's personal data, regardless of the storage method, would only be accessed by authorized employees or designated authorized persons authorized by Po Leung Kuk. These authorized employees and contractors while handling the personal data should strictly adhere to the instructions in this statement.
  7. All personal data provided in this form is for the purpose of applying Youth Oasis. According to the "Personal Data (Privacy) Ordinance"(Chapter 486 of the Laws of Hong Kong), applicants are entitled to request access to or correction of those personal data related to them in our records at any time. Where necessary, such request should be made in writing, in strict confidentiality, to Youth Oasis with email address [email protected]. Upon receiving the request, Po Leung Kuk will do its best to give a reply within 40 days. A fee may be charged for the request for access to personal data.
  8. Apart from the exemptions provided under the Personal Data (Privacy) Ordinance, you are entitled to access and correct your personal data held by the Po Leung Kuk.


Frequently Asked Questions

1.1 Is there a limit on the number of applications? 

  • Yes, each applicant is only allowed to apply once during each application period. They can either apply for a single or a double room but cannot apply for both at the same time. 

 

1.2 How many hostel bedspaces are available at Youth Oasis? 

  • We provide up to 1,680 hostel bedspaces in 1,248 bedrooms. 

 

1.3 How many rooms are there at Youth Oasis? 

  • Single Room: 816 (Including 2 accessible designed rooms) 

  • Double Room: 432 (Including 24 accessible designed rooms) 

 

1.4 What is the saleable area of each room? 

  • Single Room: 179 - 214 square feet (with individual toilet / bathroom) 

  • Double Room: 199 - 240 square feet (with indivdual toilet / bathroom) 

 

1.5 What are the amenities in each room? 

  • Bedframe, mattress and mattress protector, built-in wardrobe, desk, chair, window curtain, window type air conditioner, pantry with sink, compact refrigerator, toilet/bathroom, exhausted fan and electric water heater. 

 

1.6 What are the facilities in the communal area? 

  • Domestic kitchen, laundry room, reading / sitting area, library, multi-purpose room, outdoor basketball court and podium garden. 

 

1.7 How is the transportation around Youth Oasis? 

  • A green minibus stop outside Youth Oasis (to Long Ping MTR Station) 

  • Around 3 minutes walk from the bus stop 

  • 10 minutes bus ride from Long Ping MTR Station 

  • 15 to 20 minutes walk from Long Ping or Yuen Long MTR Station 

 

1.8 How much is the rental fee? 

  • According to the regulation, the rental fee of the youth hostels subsidised by the government should not be more than 60% of the market rent in the same neighbourhood. Po Leung Kuk has commissioned an independent surveyor company to conduct a rent assessment based on the units with similar flat sizes in the neighbourhood.  The rental fee of Youth Oasis is determined by Po Leung Kuk at not more than 50% of the market rent. 

  • The rental fee is set subject to the room size, floor level, room direction, etc. 

  • Single Room: From HK$3,000 to HK$3,850 

  • Double Room: From HK$3,200 to HK$4,300 

2.1 What are the application criteria? 

  • Permanent Hong Kong resident; 

  • As at the submission of the application form, be over 18 but under 31 years old; 

  • Working person (full-time/part-time/self-employed, but full-time student will not be eligible). 

  • The average monthly income limits of single-room applicants must not exceed the 75th percentile of the monthly income of the working population aged between 18 to 30, currently is HK$28,000. Their total net assets value must not exceed HK$398,000. 

  • The total monthly income limits of the two double-room applicants must not exceed twice that of the single-room applicants, currently is HK$56,000. Their total net assets value must not exceed HK$796,000. 

  • The applicants cannot own any domestic property in Hong Kong according to the following definition: 

    • Owned or co-owned any domestic property in Hong Kong or any interest in such property, such as being a beneficiary; or 

    • Signed any agreements (including provisional agreements) to purchase domestic properties in Hong Kong;  or 

    • Held more than 50% of shares in a company which owns directly or through its subsidiaries, any domestic properties in Hong Kong.  

    • Both applicants for the double room must fulfil (a), (b) and (c) above. 

    • Po Leung Kuk reserves the right to terminate the tenancy and request tenants to move out if they own or jointly own any properties listed above after moving into Youth Oasis; 

  • If the applicant is a public housing resident, they should ensure their public rental housing or interim housing will not become vacant during their stay at Youth Oasis; 

  • Persons who have lived in a hostel under the Youth Hostel Scheme for more than three years are not eligible to apply Youth Oasis. 

 

2.2 Can I apply for Youth Oasis while waiting for public housing? 

  • Yes, all eligible applicants for Youth Oasis who are also waiting for public rental housing or interim housing can still apply without giving up their application for public rental housing or interim housing. (Please refer to “Application Details”) 

 

2.3 What are the application criteria for a double room? 

  • Both applicants for the double room shall have consensus before applying and ensure both are eligible. For details, please refer to the Application Criteria. 

3.1 Where can I obtain an application form? 

 

3.2 How to apply? 

  • Eligible persons may click ”Apply Now” on the “Po Leung Kuk Lee Shau Kee Youth Oasis” website to register an account with the verification code they receive via SMS and email.  Once registered, can select to apply Single or Double room type, and then complete the application form and upload the required documents.  Upon confirmation of submission of the application, a registration reference number will be generated by system and sent to the applicant via SMS and email. 

 

3.3 Why can’t I receive the verification code? 

  • Please check your spam folder. If you are unable to receive the email, please call 2128 1988 or email [email protected] during office hours (Monday to Friday 9:00am-5:30pm) for technical support. 

 

3.4 Can I apply on behalf of my family members? 

  • Since each application step is closely related, applicants should get familiar with the entire procedure and apply by themselves.  

 

3.5 What kind of information or document should I submit? 

  • A checklist will be provided on the application website for applicants to submit the information and documents accordingly. (Please refer to “Application Details”) 

  • You may also refer to “Youth Oasis Application Kit for Dummies” to prepare the documents. 

 

3.6 How do I determine my monthly income if it is unstable? 

  • Please provide your average monthly income for the past 12 months in HK dollars. 

  • In case you are unable to provide any income proof, please complete the Declaration Form on Income. 

 

3.7 What are the assets covered in the total net asset value? 

  • Lands, non-residential real estate, vehicles, taxi / public light bus licences, stock investments, operating business, time deposits, cash and loans to others. 

 

3.8 Who are persons with special needs? 

  • Persons with special needs refer to disabled persons, who must submit certificate(s) and relevant proofing documents. (Please refer to “Application Details”) 

 

3.9 How do I make edits if there are mistakes found on my application form? 

  • For applicants who have not submitted their application, click “Back” to go back to previous pages and make amendments. They may also edit the forms or upload the documents again by clicking on the application page. 

  • For applicants who have already confirmed submission and got a registration number on their application, please call 2128 1988 or email [email protected] as soon as possible during office hours (Monday to Friday 9:00am-5:30pm).  Otherwise, it may affect their applications or even result in failure leading to cancellation of their applications. 

 

3.10 Can I input and save the information multiple times and submit the application later? 

  • Yes, there is a "Save and Confirm" button on each application page. Applicants may save their information after filling in all required fields, and then complete the rest of the application at their next login. 

 

3.11 How do I confirm if my application has been received? 

  • An application registration number will be sent via SMS and email to the applicant as a submission confirmation. 

 

3.12 What should I do if the submission confirmation message does not appear on the website? 

  • Please check if there is any missing field on the application form. In case the submission confirmation message does not appear after filling in all fields, please call 2128 1988 or email [email protected] during office hours (Monday to Friday 9:00am-5:30pm) for technical support. 

 

3.13 What should I do if I do not receive the submission confirmation SMS and email?

3.14 Who should I contact for any questions or inquiries about the application? 

 

3.15 When is the application deadline? 

  • There is no application deadline. Registration sequence number will be generated automatically after submission of the application. Po Leung Kuk will invite applicants to have interview in accordance with their registration sequence numbers.  Offer of tenancy agreement will be made to the successful applications.

 

3.16 Is there an application fee? 

  • Yes, a HK$100 administration fee will be charged for each application, which is only required when the applicant comes to attend the interview. 

4.1 If I receive the priority number for my application, does that mean the application is successful? 

  • No.  Applicants will be invited for an interview in person according to the priority sequences. They will only be invited to select a room and sign the tenancy agreement after verifying their eligibility and completing relevant assessments. If applicants do not attend the interview, their application will be cancelled. 

 

4.2 What should I prepare for the interview? 

  • Applicants must attend the interview and present their HKID to verify their identity, as well as provide the original copies of all supporting documents listed in the “Application Guide” in order to confirm their eligibility and proceed to further assessments. 

 

4.3 Is it necessary to attend the interview? What would happen if I am not available? 

  • Yes, applicants must attend the interview. Otherwise, their application will be cancelled. 

 

4.4 When will I know if my application is successful? 

  • The application result will be posted online. Applicants will also receive a notification via SMS or email about room selection, tenancy agreement and occupancy procedures. Please stay tuned to the Youth Oasis website.  

5.1 I live in public rental housing with my family. Do I need to notify the relevant department if my application is successful and I decide to rent a bedroom at Youth Oasis? 

  • Successful applicant who is also tenants or family member in public rental housing or interim housing of the Hong Kong Housing Authority or the Hong Kong Housing Society must notify the relevant estate office after signing the tenancy agreement for Youth Oasis. They must complete relevant procedures and sign a declaration to ensure that their public rental housing or interim housing will not become vacant during their stay at Youth Oasis. 

 

5.2 What does the rental fee cover? 

  • The rental fee covers basic rent, rates, government rent and management fees. 

 

5.3 How is the rental fee calculated? 

  • The rental fee of Youth Oasis is assessed by an independent professional surveyor firm with reference from the data provided by the Rating and Valuation Department.  Po Leung Kuk decided to set the rent level at 50% of the market rent level and it is also subject to the room size, floor level, room direction, etc. 

 

5.4 Do I have to pay a deposit before moving in? 

  • Yes, all tenants must pay a rent deposit equivalent to one month’s rent level while signing the tenancy agreement as a security for any loss and damage in case tenants fail to meet their contractual obligations.  Upon termination of the tenancy agreement, the deposit will be refunded without interest, provided that the tenants do not owe any outstanding charges. 

5.5 How do I pay the deposit and rent?

  • Deposit can be paid by cheque or electronic payment. Monthly rent will be paid by bank autopay.

 

5.6 Do I have to pay other bills other than the rental fee? 

  • Yes, there are individual electricty meter and water meter for each bedroom.  Please settle the water and electricity bills directly with the utitlity company on a user-pay basis; 

  • If telephone or data line and/or broadband services are required in the bedroom, tenants shall contact the service provider for the installation and settle the bills at own cost directly. 

 

5.7 When is the earliest and latest date to move in? 

  • The tenancy agreement normally commences by the date after Po Leung Kuk confirms approval of the application. Tenants are required to move into Youth Oasis within one month from the Tenancy Agreement commencement date.  

 

5.8 How often will the rental level be adjusted or revised? 

  • Po Leung Kuk will review the rent annually or whenever appropriate. The rental level will not be adjusted within the tenancy period. 

 

5.9 Can I have a preview of the bedroom before signing of the tenancy agreement? 

  • Youth Oasis will hold an open day for successful applicants to know more details about the bedroom, house rules, occupancy arrangements, etc. 

  • We will also arrange another time slot to sign the tenancy agreement.  At the same time, the tenant shall pay the rent deposit, advance first month’s rent and the share of stamp duty for the tenancy agreement. 

 

5.10 What kind of information or document should I prepare before signing the tenancy agreement? 

  • Please bring along your identification document and the required amount for signing of the tenancy agreement. 

 

5.11 If I cancel the application before signing the tenancy agreement? Will it affect my future application?

  • Applicant(s) can cancel the application before signing the teancy agreement. It will not affect the future application. However, no refund for the related payment(s).  

 

5.12 When will I receive the final result if I am on the waiting list? 

  • Please wait until all successful applicants have confirmed or signed the tenancy agreement.  

 

5.13 What is the shortest and longest tenancy period? 

  • The tenancy period at Youth Oasis is “2+2+1”, meaning the first period is 2 years and an additional 2 or 1 year if tenants are assessed successfully for renewal of their tenancy agreements. The total tenancy period shall not exceed 5 years in aggregate under the Youth Hostel Scheme. 

  • If tenants have lived in other hostels under the Youth Hostel Scheme, their total tenancy period in Youth Oasis will be shortened. (e.g. If tenants have lived in other hostels for 3 years, their tenancy period at Youth Oasis cannot exceed 2 years.) 

 

5.14 Is it possible to early terminate the tenancy by the tenant? 

  • The first tenancy period for all tenants is 2 years, in which the first year will be a fixed-term tenancy. If tenants wish to terminate the tenancy during the first year, they still have to pay the rental until the end of the fixed-term tenancy. They can terminate the tenancy with one-month advanced notice in the second year. 

 

5.15 What will result in the refusal of renewal or termination of the tenancy agreement? 

  • If tenants reach the age of 31 upon the end of the tenancy period; 

  • If tenants commit the following when or after moving in: 

    • Owning any domestic property in Hong Kong; 

    • Becoming a public rental housing tenant and their public rental housing or interim housing is vacant during their stay at Youth Oasis; 
    • Severe violation of any house rule or terms and conditions of the tenancy agreement. 

 

5.16 What would happen if I reach the age of 30 during the tenancy period? 

  • The eligibility for tenancy will not be affected if the tenant reaches the age of 30 during the tenancy period. Tenants who are over the application age limit cannot renew the tenancy agreement upon the expiry of the tenancy period. 

 

5.17 What would happen if my monthly income or total net asset value exceeds the application limit during the tenancy period? 

  • The eligibility for tenancy and renewal will not be affected if the tenant’s monthly income or total net asset value exceeds the application limit during the tenancy period. 

 

5.18 What would happen if I become a tenant of public rental housing or transitional housing during the leasing period? 

  • Po Leung Kuk reserves the right to terminate the tenancy and request tenants to move out if their public rental housing or interim housing becomes vacant during their stay at Youth Oasis. 

 

5.19 What would happen if I become an owner of domestic properties during the leasing period? 

  • Po Leung Kuk reserves the right to terminate the tenancy and request tenants to move out if they own any domestic properties in Hong Kong during their stay at Youth Oasis. 

6.1 How is the security at Youth Oasis? 

  • There is a security system at the main entrance gate of Youth Oasis. Tenants are required to enter with a designated QR Code. Security guards will be on duty round the clock. All visitors are only allowed to enter with a Visitor QR Code they download through the tenants in advance, or they must register their personal information at the guard’s counter while accompanied by the tenants. 

 

6.2 Are visitors allowed? 

  • Yes, but visitors are only allowed to enter in the presence of tenants. They must notify the security guard or scan the Visitor QR Code before leaving the building to record down their departure. 

  • Visiting hours are from 7 AM to 11 PM. 

 

6.3 Are visitors allowed to stay overnight? 

  • Visiting hours are from 7 AM to 11 PM. Any visits outside the visiting hours will be treated as staying overnight. 

  • Tenants must apply and pay overnight charges at the management office in advance if they wish to have visitors staying overnight. They should not cause any disturbance to other tenants or the living environment. Each tenant may apply up to 5 times per month and only 1 overnight visitor is allowed each time. Po Leung Kuk reserves the right to the final decision. 

  • Visitors must notify the security guard at the ground floor reception counter or scan the Visitor QR Code there before leaving the building to record down their departure. Otherwise, they will not be considered as departed. The security guard will contact the relevant tenants which may incur an overnight stay charge HK$200. 

 

6.4 Is cooking allowed in the room? 

  • Open-fire cooking is prohibited at Youth Oasis. Tenants are encouraged to cook in the communal kitchen on their residence floor or ground floor. 

 

6.5 Are smoking and drinking alcohol allowed at Youth Oasis? 

  • Smoking is not allowed at Youth Oasis (Except in designated smoking areas). Offenders will be warned according to the house rules. 

  • Tenants and visitors must follow the house rules and regulations. Only people over the age of 18 are permitted to drink alcohol should they not cause any nuisance or damage due to drunkenness. Any violation of the house rules, tenancy agreements or Laws of Hong Kong will be action taken seriously. 

 

6.6 Are pets allowed? 

  • Keeping live poultries, animals or any kind of pet is not allowed. 

  • Should you require to keep service animals, such as guide dogs, please submit a written application with sufficient reasons to the management office in advance of moving in.
