  • To provide on-site services to the participating kindergartens and kindergarten-cum-child care centres, enabling children who are on the waiting list of Social Welfare Department's Subvented Pre-school Rehabilitation Services to acquire the necessary services early in the prime training period; 

  • To offer professional advice to kindergarten teachers/ child care workers and assist them in working with children with special needs

  • To render support to parents by fostering positive attitudes and effective skills in raising their children with special needs.

  • Outreach services by inter-disciplinary service teams are offered to participating kindergartens or kindergarten-cum-child care centres. 
  • Social Workers, Speech Therapists, Occupational Therapists, Physiotherapists, Clinical Psychologists/ Educational Psychologists and Special Child Care Workers conjointly deliver on-site pre-school rehabilitation services with early intervention for children with developmental disabilities.
  • Rehabilitation training is also provided to the Early Education and Training Centres or centres with relevant facilities to meet the training needs of the children.

Children aged below 6 with developmental disabilities who are attending the participating kindergarten or kindergarten-cum-child care centres and are on the waiting list of Social Welfare Department's Subvented Pre-school Rehabilitation Services; and the teachers/ child care workers and parents/caregivers of the aforementioned children.

Referrals can be made by social workers or staff of rehabilitation service units to the Central Referral System for Rehabilitation Services of the Social Welfare Department.
